901.56 PROVIDE FOR FUTURE CONNECTIONS.
   When the subject property abuts undeveloped lands, the developer shall extended streets, and rights of way for same, to the property line in a manner, and in such locations, as the Approving Authority for the subject project may reasonably require in accordance with accepted land planning and engineering standards and practices so as to provide for the continuation of service to said undeveloped lands in the future. When, in accordance with the Land Development Regulations, the present construction of street pavement is not warranted, the developer shall be required to provide the necessary street rights of way to connect with the adjacent land. When such temporary dead-end streets are required, or proposed, they shall conform to the requirements set forth herein for their future extension onto adjacent lands.
   (a)   The location of the street and its point of intersection with the adjacent property line, or approved construction phase line, shall be appropriate to provide for the future connecting street on adjacent lands to be in conformance with the design standards set forth in Section 901.31 (Design Standards). Said location shall be subject to the approval of the Municipal Approving Authority.
   (b)   All street pavement intersections, and other improvements associated therewith, shall be constructed. All required improvements shall be constructed beyond the intersection to a point approved by the Municipal Approving Authority for the subject project.
   (c)   When lots, or building sites, are proposed to front upon the dead-end portion of the street, and said portion of the street is more than two-hundred (200) feet in length, a turn-around shall be provided at the termination of the street pavement. The turn-around shall conform to the same requirements as are set forth for termination of permanent dead-end streets. Provisions shall be made, and noted on the record plat of survey, for reversion of the excess right-of-way to the abutting properties at such time as the street is extended.
   (d)   When the purpose of said street, or the future extension thereof, will be to connect with adjacent lands of different ownership than the subject project, the subject developer shall further provide a dedicated right of way for said street, conforming to these regulations. Said right of way shall begin at an existing or proposed dedicated street and shall extend to the property line of said adjacent lands.
