When a subject development property abuts an easement, or right of way, which provides for the extension, or continuation, of existing streets from adjacent lands, the developer of the subject property shall be required to install such street improvements as are necessary to connect with the pavement existing on, or adjacent to, said easement or right of way so as to provide a continuous street system.
