Whoever violates any provision of this regulation, or the provisions of any regulation contained in this code for which no other penalty is provided, or fails to comply with any order issued pursuant to said regulations shall be charged with, and subject to the penalties for, the following:
First offense: Minor misdemeanor.
Second offense: Fourth degree misdemeanor.
All offenses thereafter: First degree misdemeanor.
Each day upon which a violation occurs or continues shall be deemed a separate offense.
