(a) No person who owns or operates a taxicab on the streets of the City shall operate such taxicab without maintaining a liability policy in the amount of five hundred thousand dollars ($500,000) for each person, one million dollars ($1,000,000) aggregate for each person for personal injury and one hundred thousand dollars ($100,000) property damage coverage.
(b) Such owner or operator shall file with the City Manager a copy of such insurance policy prior to operating upon the streets of the City.
