Written application for the permit required in Section 711.01 shall be made stating the time and purpose of use of any such instrument or device. The Manager or his designee may issue such permit only when he is satisfied that the issuance will not result in an unreasonable amount of noise to the detriment of the peace, health or comfort of any individual or the public.
