(a) It is the purpose of this enactment to provide minimum standards for safety to life, limb and property, for the general public welfare and for safe practices in the use of explosives or dangerous ordnance for blasting, mining, quarrying, general construction and related operations including drilling and preparation for blasting.
(b) These rules and regulations shall apply to every construction project or other instance, including demolition, maintenance and repair work, where explosives are used. Compliance with the requirements herein contained shall be required on all such projects.
