(A) The applicant shall install storm and sanitary sewers, a water supply system, street grading and pavement, alleys, pedestrianways, public utilities, and street lighting in accordance with applicable ordinances and standards of construction of the village.
(B) No subdivision of land shall be approved by the corporate authorities without receiving a statement signed by the Village Engineer certifying that the improvements described in the applicant's plans and specifications, together with any agreements, meet the minimum requirements of all ordinances of the village and that they comply with the following standards in this subchapter.
