No business entity or person shall cause or engage in peddling or soliciting within the village without first obtaining a license therefor as provided in this chapter, provided that no such license shall be required for peddlers and solicitors dealing only in books, periodicals and publications; however, such persons shall be registered as provided in § 116.16.
