It shall be unlawful for any person to model underwear in any business establishment or for any person, including any corporation, partnership joint venture or other entity to own or operate a business establishment where underwear is modeled or worn without any covering by exterior clothing. This prohibition shall not apply to clothing stores, boutiques, department stores and other similar establishments whose primary purpose is the wholesale or retail sale of clothing apparel.
