Notwithstanding § 70.24, a golf cart, recreational utility vehicle, recreational off-highway vehicle, and all-terrain vehicle may be operated on approved streets of the village without a permit issued under § 70.24 as part of a special event for which the village has granted approval; provided, however, that all other provisions of the Village Code, the Illinois Compiled Statutes and all other applicable laws and regulations shall apply to such operation.
