No licensee licensed under the provisions of this chapter shall deny or permit his agents and employees to deny any person the full and equal enjoyment of the accommodations, advantagements, facilities and privileges on any premises in which alcoholic liquors are authorized to be sold subject only to the conditions and limitations established by law and applicable alike to all citizens.
