§ 35.09 DUTIES OF THE CHIEF OF POLICE.
   (A)   The Chief of Police shall have such duties as may be prescribed from time to time by law and by the Corporate Authorities.
   (B)   The duties shall include:
      (1)   To act as the chief executive officer of the Police Department and direct, manage, supervise and control all activities and officers and employees of the Police Department;
      (2)   To organize the Police Department in such a manner as he or she may deem necessary to efficiently and properly conduct the duties and responsibilities prescribed by law including preparation of employee work and vacation schedules;
      (3)   To prescribe and enforce such rules, regulations, orders, instructions and directives as may be necessary and convenient to carry out the provisions of the ordinances of the village and the laws of the state and the United States;
      (4)   To establish and execute personnel rules, regulations and policies within the Police Department so as to effectively administer his or her responsibilities;
      (5)   To have control over and be responsible for all equipment, materials and other personal property of the Police Department;
      (6)   To maintain a roster of the Police Department which shall contain the name, address, age, date of appointment, place of birth, badge number, job description and other appropriate information of all officers and employees;
      (7)   To maintain or cause to be maintained accurate and appropriate records of all matters pertaining to the Police Department, including employee evaluation reports and all receipts and disbursements of the Police Department;
      (8)   To control expenditures of departmental appropriations and prepare annual budget estimates;
      (9)   To prescribe the proper badge and uniforms of the Police Department;
      (10)   To be the keeper of the jail and to have the custody of all persons incarcerated therein;
      (11)   To be the custodian of all lost, abandoned or stolen property recovered by the village;
      (12)   To establish and maintain a regular continuing education and training program with minimum competency and performance standards for such training for all officers and personnel;
      (13)   To attend such conferences and seminars and participate in such training as may be necessary from time to time; and
      (14)   To devote his or her entire time, attention, knowledge and skills to the position of the Chief of Police and shall not, without the express written consent of the Corporate Authorities, directly or indirectly be interested in the operation, conduct or control of any other business, trade, profession or industry; engage in any activity competitive with or adverse to the business of police or security work or perform any other work, employment, labor or service for pecuniary gain, whether alone, as a partner, officer, director, employee or shareholder of any other corporation or as a trustee, fiduciary or representative of any other activity, for anyone other than the village.
