Except as otherwise provided, it shall be unlawful for any person to conduct, engage in, maintain, operate, carry on or manage a business, occupation or activity, either by himself or through an agent, employee or partner, for which a license is required by any provision of this chapter without first having obtained a license for such business, occupation or activity. Any person violating this section shall be guilty of a petty offense and shall be fined as provided in § 110.99. Licenses shall be required for all businesses and occupations listed in the Appendix to this chapter.
