§ 95.02 DRAINAGE CULVERT PERMIT REQUIRED.
   No person shall commence with the installation, enlargement, alteration, construction, repair, or removal of any surface drainage culvert or similar structure, or any part or parts thereof, in or upon the streets or public rights-of-way in the village unless and until a permit for such installation, enlargement, alteration, construction, repair or removal shall first be obtained by the person or persons desiring to do the same, or their agents, from the Village Clerk; and it shall be unlawful to proceed with such installation, enlargement, alteration, construction, repair or removal unless such permit shall first have been obtained and if after such permit shall have been granted, the operations called for by said permit shall not be commenced within 90 days after the date thereof, or if such operations are not completed within a reasonable time, then such permit shall be void and no operations thereunder shall be commenced or completed until a new permit shall be issued and fees as herein fixed for the original permit shall be paid for such new permit.
