Every person who is an owner of any dog or cat in the village shall register the dog or cat annually with the village on an application provided by the Village Clerk for that purpose. All licenses shall expire on January 31 in each year following the issuance of the license. Such application shall contain a statement of the name, breed, color and sex of each dog and cat, the address at which such dog or cat shall be kept and a certification of the applicant that the dog or cat has been inoculated for rabies prevention within the past 12 months, setting forth the name of the licensed veterinarian who administered the inoculation and the date of the inoculation. All licenses shall be nontransferable.
