§ 154.77 ACCEPTANCE OF STREETS AND IMPROVEMENTS.
   (A)   When the applicant has completed construction of improvements associated with both Steps 1 and 2, or when he or she has received reductions to both steps 1 and 2 per § 154.22(D)(1)(d), he or she shall notify the Village Engineer by letter and formally request a review of "as-built" engineering plans (record drawings) by said party or a duly designated deputy.
      (1)   In this letter he or she shall:
         (a)   State that all improvements associated with steps 1 and 2 are 100% complete and in substantial conformance to Approved For Construction site plans previously approved by the Village of Channahon; and
         (b)   Enclose five full size and three scalable 11 x 17 copies of the subdivision plan that shows these improvements (record drawings) and include:
            1.   All sheets and information which were part of Approved for Construction site plans.
            2.   All "as-built" information as required by the Village Engineer.
            3.   Additional sheets used to show details of specific areas such as overland flood routes, ponds, etc. may be added to the end of record drawing plans.
            4.   Record drawings shall be provided by the developer and signed and stamped by a professional engineer registered in the State of Illinois.
      (2)   Upon completion of "as built" record drawings review, the village or a duly designated deputy will provide a final inspection of all improvements associated with steps 1 and 2.
         (a)   The village shall make his or her inspection no later than 30 days after approval of the "as-built" record drawings; except between November 15 and April 1 where inspections are contingent upon weather conditions as determined by the Village Engineer.
         (b)   The applicant shall pay the cost of this inspection.
         (c)   No later than 45 days after inspection of the subdivision improvements, the applicant shall be notified by the Village Engineer in writing of the results of the inspection.
         (d)   When applicable, deficiencies found as a result of review of record drawings, sanitary sewer televising reports, inspection of improvements, resident concerns, or other methods, must be corrected under the observation of village staff and approved by the Village Engineer prior to final acceptance of improvements.
      (3)   Where applicable as determined by the Village Engineer, updated information resulting from correction of deficiencies may required by the village.
   (B)   Upon completion all improvements associated with steps 1, 2 and 3 as described in
§ 154.22(D)(1)(c), and completion of record drawings review as described in division (A) of this section, and subject to § 154.22(D)(1)(d), the applicant will request acceptance of public improvements associated with these steps.
      (1)   In this letter he or she shall:
         (a)   State that all improvements are 100% complete and in substantial conformance to Approved For Construction site plans previously approved by the Village of Channahon; and
         (b)   Request acceptance of all public improvements associated with these steps.
      (2)   The village or a duly designated deputy will provide a final inspection of all improvements.
         (a)   The village shall make his or her inspection no later than 30 days after receipt of the request; except between November 15 and April 1 where inspections are contingent upon weather conditions as determined by the Village Engineer.
         (b)   The applicant shall pay the cost of this inspection.
      (3)   No later than 45 days after inspection of the subdivision improvements, the applicant shall be notified by the Village Engineer in writing of the results of the inspection.

   (C)   Upon completion of all improvements associated with step 4 as described in § 154.22(D)(1)(c), and completion of record drawings review as described in division (A) of this section, and subject to § 154.22(D)(1)(d), the applicant will request acceptance of public improvements associated with this step.
      (1)   In this letter he or she shall:
         (a)   State that all improvements are 100% complete and in substantial conformance to Approved For Construction site plans previously approved by the Village of Channahon; and
         (b)   Request acceptance of all public improvements associated with this step.
      (2)   The village or a duly designated deputy will provide a final inspection of all improvements.
         (a)   The village shall make his or her inspection no later than 30 days after receipt of the request; except between November 15 and April 1 where inspections are contingent upon weather conditions as determined by the Village Engineer.
         (b)   The applicant shall pay the cost of this inspection.
      (3)   No later than 45 days after inspection of the subdivision improvements, the applicant shall be notified by the Village Engineer in writing of the results of the inspection.
         (a)   When applicable, deficiencies found as a result of record drawings review, sanitary sewer televising reports, inspection of improvements, resident concerns, or other methods, must be corrected under the observation of village staff and approved by the Village Engineer prior to final acceptance of improvements.
   (D)   Acceptance of streets and improvements is conditional, based upon a two-year maintenance period that commences with the formal date of acceptance of public improvements by the corporate authorities or village receipt of maintenance guarantee funds, whichever occurs later.
      (1)   Maintenance guarantees are to be provided as described in § 154.22(D)(2).
      (2)   At the end of the two-year period, if all accepted improvements are in satisfactory condition as determined by the Village Engineer and following a final walkthrough inspection by village staff, the maintenance guarantee shall be released by the corporate authorities.
   (E)   Prior to such final acceptance, all streets and storm sewer and sanitary sewer appurtenances shall be cleaned at the expense of the applicant to the satisfaction of the Village Engineer.
   (F)   Final acceptance of all streets and improvements and release of associated guarantees is the responsibility of the corporate authorities.
