§ 154.32 EASEMENTS.
   (A)   Easements shall be provided for drainage and utilities.
      (1)   Drainage easements shall be at least 71/2-feet wide on rear - and side-lot lines.
      (2)   Utility easements shall be at least 15-feet wide or 71/2-feet wide on each lot, where applicable.
   (B)   Easements shall be designed to provide continuity from block to block.
      (1)   No buildings, structures or permanent fixtures, excluding fences and driveways, shall be constructed upon any easement. No fence or driveway shall be constructed on any easement or any adjoining property in such a manner that impedes or alters the natural surface water drainage of the property upon which the fence or driveway is constructed. It shall be the responsibility of the property owner to return any fence or driveway located on any public easement to a good and sound condition if any public body, or their agents, removes or destroys any part of said fence or driveway in their normal course of business.
      (2)   All 100-year overflow routes shall be contained within an easement.
   (C)   (1)   Where a subdivision site plan is traversed by a water course, drainage way, channel or stream, there shall be provided a stormwater easement or drainage right-of-way conforming substantially with the line of such water course, and shall include such further width or construction, or both, as will be adequate for the purpose and as determined by the Planning and Zoning Commission.
      (2)   Parallel streets or parkways may be required in connection therewith.
   (D)   A snow removal easement shall be provided in each cul-de-sac and shall be at least 20 feet wide and ten feet deep.
      (1)   The snow removal easement shall be located as close as possible to opposite the entrance of the cul-de-sac.
      (2)   No driveways, trees or structures, including mailboxes, light poles and fire hydrants shall be placed in the easement or between the easement and the curb.
