§ 154.07 PROHIBITION OF SUBDIVISION.
   (A)   No person shall subdivide or resubdivide any parcel of land to which this chapter applies within the planning jurisdiction of the village until a subdivision plat, after review and recommendation by the Planning and Zoning Commission, has received final plat approval by the corporate authorities as required by this chapter except for a one time transfer of less than one acre of adjoining and contiguous land which does not involve new streets or easements of access provided that the land being transferred is adjoining and contiguous to both parcels before and after the transfer and all other Village Code requirements are met.
   (B)   No sale of any parcel of land creating a subdivision to which this chapter applies shall be consummated until a subdivision plat, after review and recommendation by the Planning and Zoning Commission, has received final plat approval by the corporate authorities as required by this chapter.
   (C)   No building permit shall be issued for the construction of any building, structure or improvement on any subdivided lot within the village to which this chapter applies, until a plat of subdivision has been recorded following review and recommendation by the Planning and Zoning Commission, and after having received final plat approval by the corporate authorities as required by this chapter.
      (1)   In any such subdivision the building permits shall not issue:
         (a)   Prior to the time temporary street signs have been installed; and
         (b)   Until any cash contribution in lieu of land dedications provided in the final plat approval have been received; and
         (c)   Until any other conditions specified for final approval have been satisfied.
      (2)   No certificate of occupancy shall be granted for the use of any building or structure on a parcel within the village and subject to this chapter until:
         (a)   Roadways providing use to the parcel lots thereof have been paved with an asphalt binder course; and
         (b)   Sidewalks and parkway landscaping have been installed adjacent to said unit; and
         (c)   Permanent street signs and street lights have been installed along the open roads throughout the subdivision; and
         (d)   The required sanitary sewer and water facilities have been installed and made ready for servicing the parcel.
   (D)   No person shall offer for recording any plat of subdivision to which this chapter applies until such plat, after review and recommendation by the Planning and Zoning Commission, has received final plat approval by the corporate authorities as required by this chapter.
