§ 52.070 PUBLIC HYDRANTS.
   All hydrants constructed for the purpose of extinguishing fires which are connected to the system are declared to be public hydrants. No person shall open any hydrant, draw or attempt to draw any water from the same, or in any manner interfere with or damage any such hydrant, except that authorized members of the Fire Protection District may open and draw water from such hydrants as is required for training and fire fighting purposes. Provided further, that such other persons as are specifically authorized by the Director may also open and draw water from such hydrants.
