(A) No person shall bypass, alter, destroy or tamper with any water meter. For purposes of this section, if a water meter is found to have been bypassed, altered, destroyed or tampered with, the person to whom water charges are billed shall be presumed to have committed such offense.
(B) It shall be unlawful to have the installed meter removed or repaired or cause the same to be removed or repaired, without obtaining permission from the Director.
