§ 91.14 COLLAR OR HARNESS REQUIRED; REMOVAL OF TAGS.
   (A)   It shall be unlawful to own, keep or harbor any dog or cat which is not within a completely enclosed structure or fenced yard in the village unless the dog or cat has a collar or harness upon which a current license tag is firmly affixed. This provision shall not apply during the first 30 days in the village after a dog or cat initially comes into ownership or possession.
   (B)   It shall be unlawful for any person other than an owner of a dog or cat, Village Dog Warden or a licensed veterinarian to remove a license tag from the collar or harness of a dog or cat.
