If the Village Administrator, after a hearing held by or for him, shall find that any person willfully avoided payment of the tax imposed by this subchapter, he may suspend or revoke all village licenses held by said tax evader. The owner, manager or operator of the hotel or motel accommodations shall have opportunity to be heard at such hearing which shall be held not less than five days after notice of the time and place of the hearings is given by mail of facsimile addressed to the owner, manager or operator at this last known place of business.
