§ 93.02 GENERAL PROVISIONS.
   (A)   It shall be unlawful for any person to place, throw, drop, deposit, or sweep any litter, rubbish, refuse, trash, debris, or garbage in, into, on or upon any public way, playground, public building, public ground, or any public place within the town.
   (B)   It shall be unlawful for any person to throw, hurl, or cast any hard or heavy material or object on or upon the paved surface of any public way or public place in the town in such a manner as to damage it.
   (C)   It shall be unlawful for any person to mix mortar or any other substances upon the pavement of any right-of-way, unless the action has been approved and sanctioned by the Department of Public Works and the mixture is confined in a good, watertight box or other vessel, preventing thereby the mixture or any part thereof from coming in contact with the pavement.
   (D)   Whenever the Department of Public Works of the town shall place or cause to be placed any barrier or barricade in or upon any public way or right-of-way in the town because of any repairs or improvements, or because of any excavation made therein for public improvement, it shall be unlawful for any person to remove or destroy such barrier or barricade, or to drive any vehicle upon the street, alley or sidewalk, or walk or run upon the same.
   (E)   No public way, including any median (the portion of a divided highway separating the traveled ways for traffic in opposite directions), shall be utilized by any person for the purpose of sale or distribution without charge of any goods or materials, and/or the solicitation of donations for charitable purposes from the drivers or occupants of any motor vehicle.
   (F)   Except for any use explicitly permitted herein, it is unlawful for any person to use any of the public right-of-ways in the town for any purpose which interferes with the full utilization thereof by the pubic; provided however, this section shall not apply to any vehicular parking that is authorized by this code or any other applicable law or regulation.
   (G)   To the extent a provision in Chapter 50 or Chapter 53 concerning drainage or stormwater management applies to any act or omission relating to any right-of-way, such provision shall be deemed to be in addition to this chapter relating to similar subject matters and, in such case, both provisions shall be applicable.
