The owner or person desiring to repair, erect or construct any building or structure within the fire limits of the village, as prescribed in section 10-3-1 of this chapter, shall make application in writing to the building inspector for such permit and therewith submit the plans and specifications of such proposed building or structure and shall file a copy thereof with the village clerk. In case a permit shall be issued on such application, any departure from said plans and specifications in the repair or construction of such building or structure shall annul and forfeit the permit and make such owner liable to the fines and penalties provided by this chapter in the same manner as if no permit had been issued.
