Any building used as a massage establishment in violation of this chapter with the actual or constructive knowledge of the owner thereof, or of the agent of the owner managing the building, together with all fixtures and other property used in conjunction with the operation of the building, is hereby declared to be a public nuisance, and it shall be abated.
