§ 97.02  PUBLIC WAYS TO BE KEPT CLEAN.
   The streets, alleys, public ways and public places shall at all times be kept neat, clean and reasonably free from dirt, litter and rank growth, so that the town may at all times present an orderly and attractive appearance.
