It shall be unlawful for any user/customer to deposit or place any garbage or rubbish in any alley, street, river or other public place within the town. No user/customer shall deposit or place any refuse upon private property, whether owned by the user/customer or not, within the limits of the town, unless the refuse is enclosed in an approved container as specified herein.
