It shall be unlawful for any truck, van or other motor vehicle constructed or designed for use in handling merchandise, livestock or other freight, whether loaded or empty, to use for the purpose of travel either Plum or Walnut Streets, unless the vehicle is actually engaged in making deliveries of merchandise or freight to dwellings or places of business located along either side of these streets, and then only for the purpose of loading or unloading merchandise or freight at those places.
