§ 51.002  SEWER DISTRICTS; TRUNK SEWER.
   (A)   The Council, by a unanimous vote, decide to divide the town into certain districts, two of which are described as follows:
      (1)   The first district is composed of that part of the town lying east of Main-Cross Street and south of Water Street in which there is to be located one trunk sewer commencing at Water Street on east Second Street and then running south to Spruce Street, with lateral sewers running in alleys east and west between Main-Cross and the east corporation line; and
      (2)   The second of the sewer districts is to be that part of the town lying west of Main-Cross Street between Paddy’s Run and the south corporation line, with one main trunk sewer and lateral sewers connecting therewith. The location of the trunk sewer and lateral sewers is to be hereinafter decided.
   (B)   The Council, at a meeting held on 4-4-1916, decided to establish certain sewer districts in the town, one of them being all of that part of the town lying east of Main-Cross Street and south of Water Street. It is necessary that the sewer be built in the district for the purpose of relieving the inhabitants of the district of waters accumulating in the district, and becoming a menace to the health of the people living therein. Therefore, a trunk sewer shall be made by the town commencing at Water Street on the east side of Second Street, and running south to Spice Street, crossing Plum Street, Main Street and Walnut Street, and lateral sewers shall connect with the trunk sewer as hereinafter petitioned for. The trunk sewer shall be of the size and depth hereinafter decided upon by the Council.
   (C)   No sewer line shall run out of the town corporate limits.
