A person, firm or corporation desiring to acquire a permit to do any of the acts specified in Section 1024.01 shall apply to the City Engineer. Before the City Engineer shall issue such permit, the applicant shall pay a permit fee of fifty dollars ($50.00) to cover necessary administrative and engineering expenses and deposit the sum of five hundred dollars ($500.00), or a sum computed at the rate of fifty dollars ($50.00) per square yard proposed by the applicant to be excavated, whichever sum is greater. The permit fee and the deposit so required shall be paid in cash, certified check or postal money order to the Finance Director, and thereafter the permit shall be issued.
