These regulations shall govern all subdivision of land within the corporate limits of the City or any other area under the jurisdiction of the Planning Commission now or hereafter established. Within these Regulations the term "subdivision" means the division of a tract or parcel of land into two or more lots, sites or divisions for the purpose, whether immediate or future, of sale or building development, and includes resubdivision and, when appropriate to the context, related to the process of subdividing or the land or area subdivided. Any owner of land within this area wishing to subdivide land shall submit to the Planning Commission, a plat of the subdivision according to the procedures outlined in Chapter 1115, which plat shall conform to the minimum requirements set forth in Chapter 1119. Improvements shall be installed as required by Chapter 1123.
