The Director of Public Service-Safety shall make and enforce such rules and regulations as he deems necessary for the enforcement of the provisions of this chapter, for the proper determination and collection of the rates and charges provided by ordinance of Council and for the efficient and economical management of the waterworks system. Such rules and regulations, when not in conflict with the ordinances of the City or the laws of the State, shall have the force and effect of an ordinance.
