All operators of oil and gas wells placed into production shall furnish the City a guarantee bond in the sum of twenty thousand dollars ($20,000), guaranteeing the City that all streets and alleys damaged by the operation of any well, or by removal of equipment or any oil or gas over the City streets and alleys, shall be repaired or restored to their original condition.
