As used in the sections relating to Downtown Business District Parking:
(a) "Individual parking space" means a portion of the paved surface of the street of sufficient length and depth from the sidewalk curb to accommodate a vehicle to be parked, as shall be specified and marked off by the Director of Public Service and Safety.
(b) Downtown Business District" means all public streets bounded by Livingston Street, Ash Street, Logan Street and Walnut Street, and the parts of such street that defined the boundary and both sides thereof; and the one-half block west on Market Street from Walnut Street and one block west on Fayette Street from Walnut Street, and both sides of each street.
