The Director of Public Service and Safety or his or her designee shall enforce the provisions of this chapter and shall make the inspections and tests required thereunder.
The Director or his authorized representative shall, after proper identification, have the right to enter any premises for the purpose of inspecting any plumbing system at such times as may be reasonably necessary to protect the public health.
