(a) The operator of a vehicle intending to turn to the left into a parking space, whether an angle parking space or a parallel parking space, shall yield the right-of-way to any vehicle and/or person that is either approaching from the opposite direction and/or backing and/or which is in the immediate vicinity which is so close thereto as to constitute an immediate hazard.
(b) Vehicles shall be prohibited from making left turns into a parking space, whether an angle parking space or a parallel parking space in the event that such action causes injury to person and/or damage to property.
(c) Except as otherwise provided in this division, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
