The Planning Commission may appoint or employ city planners, architects, engineers and other professional persons or services, draftsmen, clerks and other subordinates as the Commission shall deem necessary for the performance of its duties and functions, the expenditures for such employment or services to be within the amounts appropriated for the Commission by Council and/or received in the form of monetary gifts.
