The duties, functions and powers of the Planning Commission shall be as now provided and as may hereafter be provided by the Ohio Revised Code. In carrying out the applicable provisions of the Ohio Revised Code, the Planning Commission, Council and boards or commissions of the City shall observe all requirements of the provisions of such Code with respect to reference of matters to the Planning Commission and action thereon by Council or such boards or commissions.
