There is hereby created and established a Planning Commission, consisting of five members as follows: the Mayor, the Safety-Service Director and three residents of the City. The resident members shall be appointed by the Mayor, and may likewise be reappointed. All members of the Planning Commission shall serve as such without compensation, and the resident members shall hold no other municipal office, except that one may be a member of the Board of Education and another of the Zoning Board of Appeals.
