(a) The Administration of the City of Celina, is authorized to make expenditures that promote the positive community image through the use of common courtesy and practice with the purchase of refreshments and/or snacks for City-sponsored meetings, utility sponsored meetings, and approved special events; and of meals for City sponsored meetings, utility sponsored meetings, community meetings, and approved special events.
(b) The Administration of the City of Celina is authorized to make expenditures that promote the employee morale through the provisions of awards and/or acknowledgments for Celina City employees’ or officials’ special accomplishments or retirement; and through the purchase of flowers from the City of Celina for the death of Celina City employees or officials.
(c) The purchases described in subsections (a) and (b) hereof shall be approved by the Mayor and/or the Safety-Service Director.
