No person shall move any building or structure within the corporate limits of the City unless he shall first have obtained a house moving permit from the Director of Public Service-Safety. The fee for the issuance of any permit to move any building or structure across any sidewalk, street or other public place within the City limits shall be fifteen dollars ($15.00). The fee for a permit to move any structure or building from one location to another without traversing any public ground shall be five dollars ($5.00).
