107.13 CERTIFICATE OF CLERK; RECORDS; COMPLIANCE.
   (a)   No business may be conducted at any meeting unless there is first submitted a certificate of the Clerk of Council as to compliance with this chapter. Such a certificate shall be conclusive upon the municipal body.
   (b)   The Clerk shall establish and maintain a complete record of all actions taken pursuant to this chapter.
   (c)   A reasonable attempt at notification shall constitute notification in compliance with this chapter.
