1143.04 RESPONSIBILITIES OF THE BOARD OF ZONING APPEALS.
   The Board of Zoning Appeals shall have the following responsibilities and duties:
   (a)   Hear and decide appeals where it is alleged there is an error in any order, requirement, decision, interpretation or determination made by the Zoning Inspector.
   (b)   Authorize such variances from the terms of this Zoning Ordinance as will not be contrary to the public interest, where, owing to the special conditions, a literal enforcement of this Zoning Ordinance will prohibit reasonable use of the property and so that the spirit of this Zoning Ordinance shall be observed and substantial justice done. Procedures for variances shall conform to Section 1153.04, Variances.
   (c)   Hear and rule on appeals taken on the basis of a decision rendered by the Planning Commission or Design Review Commission.
   The Board of Zoning Appeals may call on the several city departments for assistance in the performance of its duties, and it shall bc the duty of such departments to render such assistance to the Board of Zoning Appeals as may reasonably be required.
