Any person or business entity actively engaged in the contracting business for a period of one year prior to the effective date of this subchapter shall be issued a Certificate of Registration if prior to , 199 , such person or business entity makes application to the town and furnishes adequate proof of entitlement to be registered in the category in which application is made and said person or business entity pays the fees required by this subchapter.
