It shall be the duty of every police officer, or other person designated by the town for such purpose, to apprehend any animal or fowl found running at large contrary to the provisions of this chapter and to impound any such animal or fowl in the town pound or other suitable place. The poundmaster, or some other official or person designated by the town, who shall perform the duties of the poundmaster as provided in this chapter, upon receiving any animal or fowl shall make a complete registry, entering the breed, color, and sex of such animal or fowl.
