The driver of a vehicle which is in any manner involved in an accident resulting in injury to or death of any person or property damage shall, within five days after such accident, forward a written report of such accident to the Police Department, or a copy of any report he is required to forward to the state. The provisions of this section shall not be applicable when the accident has been investigated at the scene by a police officer while such driver was present.
