No landfill, of any nature or kind, no pipes or drainage structures, no diversion of water from its natural drains, or no alteration of any ground elevation of land below the high water elevation of the town shall be undertaken, completed, installed, or performed in any manner on any real estate within the town without first obtaining permission therefor from the Town Board of Trustees.
