§ 51.13 SUMMARY OF RESPONSIBILITIES.
   (A)   The user shall (as a minimum):
      (1)   Apply for service in writing;
      (2)   Pay applicable city connection permit, and inspection, fees prior to installation, as set by city ordinance, and § 51.19;
      (3)   Pay for a STEP system on each lot by depositing, in advance of installation, an estimated amount with the city for all costs, including engineering, construction management, excavation, installation, materials, backfill, street repair, and overhead, as determined by the city;
      (4)   Provide a permanent, electrical “rough-in” for a dedicated electrical circuit at a location designated by the City Inspector, if requested;
      (5)   Notify the City Inspector a minimum of two weeks prior to the need for actual installation;
      (6)   Grant the city an easement in advance of installation to facilitate pumping and maintenance of tank(s);
      (7)   Be responsible for expenses associated with the proper maintenance and repair of the tank, pump package, and sewer discharge line from the building to the city’s collection line; and
      (8)   Pay monthly user fees, as set by city ordinance.
   (B)   The city shall:
      (1)   Ensure tap of sewer main at an appropriate location;
      (2)   Respond to alarms on the pump package;
      (3)   Perform repairs to pump packages, as needed, at the owner’s expense;
      (4)   Perform inspection and sampling, as appropriate; and
      (5)   Pump the tank at appropriate intervals, at the owner’s expense.
