(A) Rates. The following monthly rates and charges, which the City Council hereby finds, and declares, are fair, reasonable, and necessary, minimum rates be, and they are hereby, fixed as rates to be charged for sewer services to be rendered by the city.

(B) Sewer connection fee. There shall be a connection fee equal to the actual cost to the city, or at a minimum of $500, for every sewer user who connects to the sewer facilities of the system. Said connection fee shall be to cover the city’s cost of the installation for the sewer connection. The city, by and through the Mayor, or the Mayor’s designee, shall have the right to reduce or waive the connection fee in the instances where:
(1) The customer has borne the cost of the installation of the public infrastructure to which the sewer connection is being sought;
(2) In instances where the connection fee sought is for a property owner within the municipal property owner’s improvement district who is subject to the levy of annual assessments to pay off the bonds that financed the initial purchase and installation of the system; and
(3) In other such situations where good causes exists to waive or reduce the sewer connection fee in order to reflect the actual cost of the connection.
(C) RV parks. Any customer operating a recreational vehicle park, or RV park, shall have a master sanitary sewer meter owned and maintained by the city. Monthly billing for an RV park customer shall be based on the volume of sewer service provided, with the monthly cost being a $50 charge per living unit equivalency unit (LEU) used during the monthly period as reflected by the master sanitary sewer meter. An LEU shall be the equivalent of a sanitary sewer user that disposes of 208 gallons per day of wastewater into the city’s sewer system.
(D) Connection. None of the sewer facilities or services afforded by the system shall be furnished without a charge being made therefore to the customer. The sewer rates established and set forth herein went into effect upon the effective date of this section. The city hereby authorizes the Mayor, or the Mayor’s designee, in accordance with A.C. § 14-235-301 et seq., to order any property owner within 300 feet of a public sanitary sewer line to connect the city’s sanitary sewer system if it is determined that the public health will be promoted by requiring such connection.
