Payroll checks shall be issued by both the city and county to Department employees based upon the annual appropriation made by their respective Councils. Each shall be responsible for all authorized dedication from their payroll. Raises given as a percentage will be given on the full amount of each respective Council’s portion. Raises given as a flat fee or as a bonus will be one-half of the total amount given from that respective Council.
